1. Subsidize Basic Education in Thailand with Quality and Efficiency

Currently, Thailand is in the process of developing its educational subsidy system. For the past two years, it has subsidizes every school uniformly. Because differences among schools, in terms of their efficiency and quality, will affect the efficiency of their subsidy usage, the present subsidization policy should be changed. If the current policy is continued, the performance quality and efficiency of schools may not be improved to a desirable level. The main aim of the paper is to propose a new subsidization method to improve the quality and efficiency of schools. This paper presents the conditions of Thailand's budget allocation and educational subsidies. The definition of school quality (SQ) and school efficiency (SE) and recommendations on subsidy provision following SQ and SE are next discussed. 2. Status of Primary Education among Scheduled Tribes in Andhra Pradesh

Andhra pradesh falls behind 21 states of indian union in literacy rate and the literacy level of scheduled tribes in Andhra Pradesh falls much below the national average. Our four decadal studies did not indicate any encouraging results in the field of primary education in Andhra Pradesh in general and among scheduled tribes in particular. This study did not indicate any encouraging results in the field of scheduled tribes education in Andhra Pradesh. In the year 1961 the literacy rate of scheduled tribes was only 4.4 per cent as against 21.2 per cent for the state as a whole. And after three decades of highly advertised special educational programmes for scheduled tribes, their literacy rate increased to only 13.6 per cent as against 44.1 per cent for the state as a whole by 1991. Our study further suggests that the scheduled tribe girls' literacy was much worse compared to the total state literacy and also girls' literacy levels in general. Similarly the district analysis also suggest that in all the districts the girls enrollment rates are much lower compared to that of boys and the scheduled tribe girls enrollment is much worse throughout. In terms of student-teacher ratio also the results of our study are not encouraging. The model ratio of 40 students per teacher was not realized. Ironically this rule was violated more in the advanced regions and in the advanced districts of the state. In the capital city of the state i.e., Hyderabad, this ratio stood at 207 children per teacher. Our study has clearly indicated that in quantitative terms we had failed in realizing the objectives of extending education to all the school going age group of scheduled tribe population. Similarly, in the qualitative aspects of primary education also, we had failed to realize the objective of implementing a teacher per 40 children. Therefore, there is every need to identify the draw back in our educational policies and programmes and rectify them for achieving the targets set forth in the field of education in general and education for the scheduled tribes in particular.
                                                  

















3. Indic Culture and Superlearning : A Metalearning Model for the 21st Century

The Indian is one of the five or six major civilizations of the world. In today's globalizing world, Indic knowledge systems are therefore attracting increasing attention. So it is opportune to examine whether the core Indic cultural traits, or "competencies", can be used to generate a learning model that is both effective and cross-culturally valid. The author thus argues that a radically simplified version of a traditional Indian visualization technique can be used to systematically tap the huge but inchoate potentials of the human rightbrain, for learning purposes. And by doing so, it is possible to promote the kind of optimal learning called "Superlearning" that the Bulgarian educationist Sergei Lozanov had pioneered - through the synergized achievement of eustress, enhanced creativity and a rightbrain learning mode. Again, as a do-it-yourself tool, the technique functions also as a self-learning modality that promotes "metalearning", or "learning how to learn". 4. Problems faced by private students: Some Remedial Measures

Now in the days of advancement, globalization and liberalization the public has attached the social-value to higher education and acquiring of higher education has been accepted and regarded as the minimum level of education. Although, every one desires to become a regular student but due to certain hindrances and own-limitations, every one could not get to be enrolled as regular-student. These persons have to go for private-system of higher education. Thus, a good number of private-students appear in the university-examination. But the privately appearing students face many problems/difficulties starting from collecting the examination form, in its proper filling-up, in getting information on the relevant study material, in their preparation, in getting admit cards, in knowing the skill of attempting the various forms of questions in the examination-paper, in getting their result/mark sheet etc. As university and examination-center institution receives a sizable amount of money from private candidates so there is an earnest need to pay their careful attention in this regard. The investigators of the present study got motivation on this current-issue and conducted the present study empirically on the sample of private-students and on a group of teachers. The findings of the study have been discussed deeply and under the suggestion head it has been advocated to open/establish a cell/counter in very examination-center institution to help the private-students. It is hoped by adopting such remedial measures, the range of the private-students' problems will diminish to some extent and their outcomes will make improve the quality of higher education, particularly of private-appearing students in the state of Uttaranchal.
                                                  















5. Using ACREATEİ to enhance School Ethos

School ethos is recognized as an integral part of a learning organization. However, it is not uncommon for educators and administrators to assume that school ethos will evolve either on its own accord or through various activities and meetings be it formal or informal. As such, this paper provides insights on using ACREATEİ to improve school ethos. ACREATEİ being process-based is derived from studies on leadership within a cooperative setting, for example, distributed-actions theory of leadership; on cooperative learning such as group investigation; and on metacognition involving reflective awareness, metacognitive knowledge and self-regulatory learning. ACREATEİ is also found to be compatible with the constructivist paradigm for instructional design. An invited seminar conducted for Faculty staff, Faculty of Education, Rajabhat Institute Chiang Rai and participants of the Faculty's Graduate program in Educational Administration will be used to illustrate ACREATEİ. Feedback has indicated positive and desirable outcomes. By and large, there is sharing of opinions and ideas, helping of one another, interpreting, and interacting meaningfully in the instructional tasks.
                                                  











6. On Researching the Rigveda

The Rigvedic texts can be an interesting study and its interpretation is sociologically relevant to us. Probably more, considering the technical limitation in dealing with question of Genesis and Aryan identity. Knowledge of Social processes has to be contextual underlined. Recent researches have portrayed a completely different view about not only the historical aspects of rigvedic society but other aspect as well. Past contributions in the area complicate further the truth of the subject as shown by recent ongoing research and findings. Interpretations are influenced by many latent and manifest perspectives. The present study focuses on some basic issues that influence Indian society, its intangible streams that govern society centuries after centuries through the subtle messages of the rigved.



                                                  







7. Dimensions of a Learning Culture and Knowledge Performance Of Malaysian Businesses

The empirical study explored the relationships between learning organization dimensions and perceived knowledge performance improvement within Malaysian owned MSC status organizations. The findings show that the absorption of learning organization dimensions in the organizations' culture can improve knowledge performance. Leadership for learning and team learning were revealed to be the strongest predictors of knowledge performance in Malaysian owned MSC status organizations. On the whole, the findings of this study provided comprehensive empirical information for human resource development scholars and practitioners pertaining to the importance of a learning culture and its impact on knowledge performance.


                                                  









8. Information Communication Technologies and Teacher Educators:An Empirical Study

At present in the field of education, two revolutions, which offer opportunities to enable to meet the new challenges, are ET (Education Technology) and IT (Information Technology) (Saxena & Kukreti, 2001). The contribution of ET and IT propounded the way for information communication technologies. Our knowledge world demands the technology-enabled teachers to provide the knowledge and skills through information communication technology to the learners. In the present paper investigators have made an attempt to study the use of ICT in the teacher training institutions of U.P. by the teacher educators.



                                                  











9. A Dynamic View of Knowledge:Constructing A More Intelligent Humanity

This article reports on aspects of a philosophical and practical-critical PhD inquiry into a paradigm of human intellectual and practical activity which is different from the prevailing paradigm. It outlines the character of the 'Dynamic Paradigm of Learning and Change', emphasising the nature and implications of two views of knowledge. The article describes the nature of a kind of human identity and way of being, which is quite different from those commonly experienced, but which is required of people who would lead adaptive and evolutionary change. The article presents an argument that the only 'sustainable' strategy in intellectual, educational, organisational, economic and political cultures is evolutionary change, that is, continual, conscious selection of adaptive thoughts, feelings and actions. The paper identifies viable alternatives to views of knowledge and ways of being that have kept humanity bound in unsustainable identities, dispositions and orientations to each other and the world.

                                                  











10. Social Structure,Migration and Coping up Mechanism:Study of Construction Workers

Urbanization was such a phenomenon to happen which changed the whole course of world history.Understanding urbanization focuses on the many components of it. Migration is a complex phenomenon and has a multiple dimension. Though it influences urbanization it in itself has a very important role to play. Unorganised sector is mostly influenced by industrialization and at the same time urbanization is influenced and gets influenced by it. Unorganised labour especially construction workers are influenced and stand second to agricultural migration, hence any study which focuses on unorganised sector cannot ignore the impact of this category. The present study largely focuses on impact and resultant changes in the host social structure, social and economic aspects and the coping up mechanism.


                                                  











11. Audio-visual Components in CAI Packages:A Critical Analysis

Audio-visual components are an integral component of Computer Assisted Instruction (CAI) package. The effective use of A_V components in CAI package is useful to make learning an interesting and pleasurable experience for learner. Therefore, it seems necessary to analyse the present trend and techniques to use A-V components in CAI packages. The present paper is an attempt in this direction. It analyses the portrayal of A-V components in CAI packages about five aspects namely presentation of text, presentation of graphics and visuals, presentation of audio-video material, colour combination and aesthetic sense. The findings emerged from this analysis tell us that majority of packages lack fruitful amalgam of A-V components. The paper further presents specific suggestions to attain effective use of A-V components in CAI packages


                                                  









12. VALUE- BASED ENVIRONMENTAL EDUCATION FOR SUSTAINABLE DEVELOPMENT

Education is not only a welfare indicator, but serves as a supreme agent for inculcating values, formation of positive attitudes and observing the norms by the citizens. Today, human beings in the quest for better quality of life have exploited natural resources without considering the dangerous consequences that imperil life in the near future. Up to recent past it was thought that the resources such as water, air and forest are in abundance allowing us to continue unlimited use and abuse. For realization of the reality it calls for value-based environmental education to ensure sustainable development..Value-based environmental education components should be integrated with educational curriculum in such a way that desired outcomes that of responsible behaviour formation may be realized. Attempt has been made to design an appropriate curriculum framework for value-based Environmental Education in tune of sustainable development suitable to the Secondary level learners.

                                                  


13. Some Thoughts: Suggestions for Preventing Communication Troubles in Order to Effectively Supervise the    TEFL-Process

Most of us are inclined to consider communication as a two-steps practice. But on insightful study, we detect that there is more than that. A message from the teacher to the student is not basically what the teacher says. This paper aims to take a look at communication in EFL classes; not only how it occurs, but also how teachers can enhance their messages to students, and how teachers can facilitate the students to better communicate. The paper is also an attempt to point out the value of human interaction in the classroom as a requirement for flourishing language learning and intellectual, emotional and social progress.
